Rule 28
Submitting the case to the relevant bench
(1) If a case submitted before a bench should be considered by another bench according to this regulation, that bench will order the case to be submitted to the relevant bench according to the rules.
(2) If he is unable to hear a case submitted before a bench, the judge concerned will order that the case be submitted to a bench without him.
